Cox ~~° <br />RE: Technical Adequacy Review of the Grand 1•fesa <br />Coal Company, Red Canyon Ill and lit Pfines <br />Permit Application and Responses, I/C-034-81. <br />I have completed the technical adequacy review you <br />requested on the ground water, caater quality, monitoring <br />and geology sections of the Red Canyon lil and 112 Mines <br />Permit Application and Responses to preliminary adequacy <br />questions. During this review, several serious concerns <br />were identified. Among these concerns Caere the on and <br />off site impacts of mining activities on surface and <br />ground water rig}rts; surface and ground water supplies <br />to an alluvial valley floor (AVF); and on renewable <br />resource lands (e.g., aquifers, areas for the recharge <br />to aquifers, areas for agricultural production of food, <br />and pasture lands). These concerns arise from the <br />sensitivity of the lands to be undermined to changes <br />in the quality and quantity of. ground and surface <br />waters. These concerns are not adequately delt with <br />within the hydrology sections of the permit application, <br />since they are not supported by enough site-specific <br />data. Also maps contained within the geology and <br />hydrology sections do lack legible contour lines, stream <br />channels, and lack criticle information such as springs, <br />irrigation systems, some monitoring well locations and <br />drainage system boundaries. [Jith the information <br />presented with the permit application and with the <br />data available to the Division, no positive findings <br />could be made on alternative water supply and replacement <br />(water rights), on AVF, and on no material damage due <br />to mining to the quantity and quality of water on and <br />off site. <br /> <br />423 Centennial Ru~lding, 1313 Sharman Street Denver.
