The mine projections for both the "E" and "D" seam mines <br />have been updated to reflect current plans. Those maps are numbered <br />2.05.3(1)-2 and 2.05.3(1)-3. <br />Item VII. In response to your questions on life-of-mine specifics, <br />we have prepared a new Red Canyon #1 and #2 mines long term projection <br />map, numbered 2.05.2(2)-l. An additional discussion on life-of-mine plans <br />has been included, and begins on revised page 78. THIS MAP IS CONFIDENTIAL. <br />Item VIII. A sediment control and drainage plan, in updated form, <br />taken from our current interim permit is included herein. Please refer to <br />the discussion on page 96a, revised March 9> 1984 and the plan itself, <br />entered as Figure 2.05.3(4)(a)-1. <br />We also include information which was discussed as future responses in <br />our November 8, 1983 letter. In lieu of stipulation #6, a water rights <br />replacement mechanics plan is contained herein. This information is included <br />as pages 64a and 64b, both revised March 9, 1984. <br />In lieu of stipulation #7 regarding Red Canyon #2 portal and bench <br />stability analysis, Grand Mesa Coal Company has secured a consultant, and <br />is in the process of performing this geotechnical work. It is our belief <br />that this work can be completed by March 16, 1984 (and will be added as <br />Appendix G). This procedure should meet the Office of Surface Mining request <br />to include this geotechnical information prior to permit issuance. Based on <br />our conversation resulting from your meeting with the Office of Surface <br />Mining, note that we have updated the "D" seam safety boundary on the sub- <br />sidence control map, Map 2.05.6(6)(f)(ii)(c)-1, sheet 1 of 2. <br />In regard to a fertilization plan and soil tests related to the B and <br />C horizon material, additional discussion on page 68, revised March 9, <br />1984, defines the location of data previously included in the permit appli- <br />cation, and references a new addition, Figure 2.04.9(1)(d)-1, which provides <br />additional information on soil samples and fertilization requirements. <br />Based on the Office of Surface Mining letter, dated March 1, 1984, the <br />following is provided: <br />1. The consultant erroneously used "E" and "F" to designate coal seams, <br />rather than "D" and "E". The data is valid with this change. Appendix E, <br />Volume 10, cover page, has been modified to point out this mistake. <br />2. The fourth spring as described on page 35, volume 8, fails to report <br />field test results and source. That information is now available, and is <br />provided on a revised page 35. <br />3. The Colby water system currently has a considerable excess of <br />available water taps. Certainly for the four-year permit term, 1984-1988, <br />
