David Berry -3- June 20, 1996
The DMG questions why BRL did not perform ground water studies
outside of the permit area. Over one year ago, on April 7,
1995, BRL representatives met with the DMG to solicit the
DMG's guidance regarding the baseline water monitoring program
for the proposed permit and adjacent areas. The DMG approved
the water monitoring program that is now the subject of this
concern. Please refer to a letter dated April 11, 1995, from
J. E. Stover & Associates to the DMG, which documents the
subject meeting.
14. The three wells mentioned on page 2.04-23 are not located on
a map. They are outside of the mapping area. They are
mentioned in the permit to demonstrate the presence of and
variable water levels in the alluvial material.
15. The alluvium of the North Fork of the Gunnison is discussed on
page 2.04-23. A statement was added to the section that
identifies the alluvium as an AVF and directs the reader to
Section 2.06.8 for a discussion of the alluvial valley floors
in the permit and adjacent area. Enclosed is revised page
2.04-23.
16. Page 2.04-26 references a table called "Static Water Levels in
Exploration Drill Holes" presumable found in Exhibit 4 of
Volume III. This table was mistakenly left out of the permit.
Enclosed is the table which is to be inserted in Volume III,
Exhibit 3. The reference on page 2.04-26 was revised
accordingly. Enclosed is revised page 2.04-26.
17. The DMG's comments regarding wildlife impacted due to mining
are noted. The DMG states that it believes that streams
inside or outside the permit area could also be negatively
impacted. The only streams within the permit and adjacent
area are Hubbard Creek and Terror Creek. Neither are within
the projected angle of draw of the mine workings (see Map No.
27 Subsidence).
The DMG indicates that it considers negative impacts to
springs to be an impact that also needs to be mitigated. BRL
has considered this issue and provided for the repair of
aprings if they are damaged (See Volume III, Exhibit 15,
Subsidence Repair Handbook).
There are eleven identified springs in the permit area. Four
had measurable flow in 1995 (SP-1, SP-7, SP-14 & SP-15). The
same four had measurable flow in May of 1996, none with flow
over one gallon per minute.
17a. The DMG questions whether BRL anticipates encountering
significant mine inflows from faults encountered in the area.
A discussion of the projected mine inflow is presented
