BANTA, Director <br />DATE: May 8, 1989 <br />T0: Jim Stevens <br />FROM: David Berm <br />RE: Adequacy Review - Issues Pertaining to Surface Water Hydrology - <br />Rimrock Coal Company - C-89-074 <br />This memorandum summarizes the various surface water hydrology issues which <br />must be resolved before we can issue an approval decision for the Rimrock <br />Coal Company Permit Application (C-89-074). All sections of the application <br />pertaining to surface water hydrology were reviewed. In accordance with your <br />instructions, however, this memorandum will not address water quality impacts <br />related to overburden handling (2.05.3(6)), coal processing and non-coal <br />processing waste management (2.05.3(8)), disposal of debris, acid forming <br />and toxic forming materials, nor the potential water quality impacts related <br />to exposure of existing or new underground mine drainage sources. <br />The headings within this memorandu <br />presented in the application. The applicant should provide <br />information which clarifies this apparent discrepancy. <br />Also the application projects 15.6 disturbed acres and 28.87 affected <br />acres. The 15.6 value coincides with the two phase mining plan, but <br />. ac ~`~ would not be accurate if the channel area is mined, and it does not <br />.~,,,k~'' appear to account for other areas disturbed such as processing areas, <br />topsoil storage, etc. Specific and accurate disturbed area acreage <br />values must be provided to ensure compliance and to ensure that hydrology <br />related calculations are adequate. <br />2.04.5 - General Description of Hydrology (and Geology) <br />The operator has provided adequate general information.
