• <br /> <br />Mr. Dave McNindes -2- April 4, 1984 <br />One of the concerns that was addressed in the adequacy letter dealt with the <br />fill material proposed to be placed in the Energy No. 3 detentlon basin. <br />Before regrading starts the Division must approve where the 100,000 yd3 of <br />material is coming from and a proposed plan for the final configuration of the <br />detentlon basin, as we discussed to the meeting. <br />If CYCC is planning on beginning reclamation activities soon the 1984 <br />reclamation plans with supporting calculations and maps should be submitted no <br />later than April 30. However, the best approach to resolving this situation <br />would be for CYCC to submit responses to the adequacy letter by the end of <br />Apr1]. <br />r <br />In an effort to expedite the review process I have summarized the ma,~or issues <br />that arose during the March T6, 1984 meeting. This should assist us in <br />completing the process to make sure we are 1n agreement as to what was <br />decided. If you feel a different resolution was reached please contact me. <br />In response to the questions regarding the native pastureland land use <br />category Colorado Yampa Coal Company will provide a description of the grazing <br />management practices. The discussion should include seasons of use, pasture <br />sizes, intensity of use, and rotational patterns. The Division will also need <br />to know what the relationship of the reclaimed area is to the overall <br />management unit. Colorado Yampa Coal Company should address the distinction <br />between native pastureland and rangeland. <br />Colorado Yampa Coal Company proposed to install two monltoring wells in the <br />reclaimed spoils at the Nlddle Creek pit and Energy No. 3 Mine. CYCC plans to <br />install them in locations most prone to saturation. These wells will be <br />Included 1n the hydrologic monitoring program. Data from the wells will <br />assist 1n evaluating several adequacy concerns Including, the saturation of <br />the backftlled pits, solute leaching and solute transport from the backfil]ed <br />pits. <br />Hydrologic monitoring at the mine was discussed. The Division needs enough <br />information to do a mass balance calculation of water flowing in and out of <br />the permit area. As stated in the adequacy letter two additional sampling <br />locations should be added to the monitoring plan - one upstream on Foidel <br />Creek and one downstream on Middle Creek. Colorado Yampa Coal Company stated <br />that the monitoring network requested by the Division was not needed, that the <br />mass balance could be calculated using monltoring data from the proposed <br />monitoring program. However, 1t 1s still unclear to the Division how CYCC's <br />proposal will be an adequate replacement for the additional monitoring <br />requested by the Division. <br />Colorado Yampa Coal Company is proposing two permanent detention basins. <br />Several concerns with these were addressed, Including the interaction of the <br />detentlon basins with the alluvial aquifer system and the proposed final <br />configurations. As requested by the Division CYCC wil] provide geologic <br />cross-sections to show the interrelationship with the alluvial aquifer system <br />and proposed final design plans. <br />
