PETER O'CONNOR <br />June 10, 1986 <br />Page 8 <br />separates the fines from the coal, then to a grate that separates <br />nugget coal from the lurr~, and then in turn the lump coal is de- <br />• posited into the 25 ton steel hopper. The coal fines and nugget coal <br />at this point fall into the appropraite storage bins. Regular main- <br />tenance (i.e. belt tension tests, structural tests, lubrication, etc.) <br />shall prevent unwanted deterioration of the equipment, therefore allocv- <br />ing for safer operations. <br />Please disregard concern #8 of the Divisions Match 3. 1986, correspon- <br />dence with BLUE FLAME COAL MINE regarding Page 3 of Exhibit "K". BLUE <br />FLAME COAL MINE will use buried culvert pipe as mentioned previously in <br />this letter. Please see 2.04.7 Hydrology Description that amends Rule <br />2.04.7 Hydrology Description in the original application. <br />(2) Underground development wastes will be disposed of inside the mine. The <br />ideal lxation for disposal of this underground development waste would lie in the <br />Eastern most section of the existing mine workings. No underground development <br />wastes will be disposed of on the surface. <br />(3) BLUE FLAME COAL MINE directs the reader to see sections 2.04.7 Hydrology <br />Description and 4.05 Hydrologic Balance for information regarding design and con- <br />struction of sediment ponds and diversions. <br />2.05.4 RECLAMATION PTJ1N <br />(1) Please see 4.03 ROADS reagrding your r_oncern #2 of the March 3, 1986, <br />letter sent to BLUE FLAME COAL MINE. <br />(2) The sediment pond used to store surface drainage from the disturbed area <br />shall be maintained until the disturbed area klas been reclaimed, herbaceous cover <br />on the revegetated area is at least 90°s of the cover of the referenced area, pur- <br />suant to Rule 4.15.7(2), with 90o statistical confidence for herbaceous vegetation <br />crnirn~nities and 80o statistical confidence for woody vegetation carrminities, or <br />until the untreated drainage from the disturbed area ceases to contribute additional <br />suspended solids above natural conditions and the quality of the untreated drainage <br />from the disturbed area meets the applicable State and Federal water quality stand- <br />ard requirements for receiving streams. <br />(3) Be advised that BLUE FALME COAL MINE amends all referenced regarding top- <br />soiling at a 2 to 1 ratio. 'T'hese references should read 3 to 1. <br />(4) The depth of the topsoil to be turned over the sediment pond area when <br />this area is finally reclaimed will closely approximate the depth of the topsoil <br />before disturbance. BLUE FLAME COAL MINE cclrmits to storing this topsoil, revege- <br />tating it, and retaining it with the use of a small retention berm, so that it may <br />be used during reclamation to refill the sedimentation pond. <br />(5) T}ie Division has brought to BLUE FLAME COAL MIKE'S attention that the <br />
