The access roads have.a horizontal alignment that is as consistent with the <br />natural topography as possible, therefore insuring that the road will not cause en- <br />vironmental damage. <br />4.03.1(4) DRAINAGE <br />Each access road has been cj~signed to have adequate drainage via trapezoidal <br />ditches located on the upslope side of the road. The design is the same design as <br />recommended by ANNE BALDRIGE of the MINED LAND RECLAMATION DIVISION for all of the <br />proposed ditches. Natural drainages have not been altered or relocated for the <br />purpose of access. No significant drainage will be incurred by the hydrologic bal- <br />ance and there will be no adverse impact on adjoining landowners. Measures will <br />be taken to control erosion. BLUE FLAME COAL MINE proposes to line these ditches <br />with rocks disturbed during ditch construction, with the size of the rocks limited <br />form six (6) inches to bvelve (12) inches wide and three (3) to five (5) inches <br />thick. The road slopes off very slightly to the North, thus eliminating ponding of <br />water and erosion of the road surfaces. <br />4.05 HYDROLOGIC BALANCE <br />(1) BLUE FLAME COAL MINE will use a form of the docwnent sent in the Adequacy <br />Review Letter }i2. This docimient will be completed and sent to the MINED LAND RE- <br />CIAMATION DIVISION on a quarterly basis and a copy kept at the mine site. <br />(2) Water will not be diverted into the underground workings of the mine, <br />therefore, Rule 4.05.16 does not apply. <br />4.06 TOPSOIL <br />The topsoil to be removed during the construction of the proposed 50' x 50' <br />settling pond will be done in accordance with Rule 4.06.2. It will be removed in <br />a separate layer as per Rule 4.06.2(2)(a). The topsoil will be stored in accordance <br />with Rule 4.06.3(1), 4.06.3(2)(a), (i), (ii). The other method regarding 4.06.3(2) <br />(a) (ii) is a small retention berm that will be built around the topsoil stockpile. <br />The topsoil will be redistributed as per Rule 4.06.4(1) and Rule 4.06.4(2). <br />4.08 EXPLOSIVES <br />BLUE FLAME COAL MINE will indeed supply the Division with a copy of the <br />Division of Mines permit to use and store explosi~~es once ~.Ne have received the <br />docaunent. <br />4.11 COAL PROCESSING WASTES <br />(1) The BLUE FLAME COAL MINE believes that there is a market for the fines <br />within the Durango area. R'e intend to sell the fines to makers of Heat Blocks in <br />the area. Estimated production is eery low relative to normal commercial opera- <br />tions, therefore, the amount of cola fines will be quite limited. By selling the <br />coal fines, BLUE FLAME COAL MINE eliminates the need for planning final reclama- <br />
