This topsoil will be moved to the topsoil stockpiles, and the <br />topsoil stockpiles reseeded by October 15, 1981. <br />The topsoil salvaging plan presented in Dorchester Coal Company's 1981 CMLR <br />Permit application for the Dorchester #1 Mine and a constant 10'-20' topsoil <br />buffer zone for the waste area will be followed during future operations. <br />In addition to potential and existing problems noted in part III of your <br />inspection report, the following is a general report of activity at the Dorchester <br />#1 Mine and clarification of some possible areas of concern to CMLR: <br />1. Signs and Markers <br />a. All perimeter markers are in place around the permit area. <br />2. Roads <br />a. Implementation of the recent technical revision approving <br />modification of the access road to the Dorchester #1 refuse <br />area has not yet taken place, due to shortage of personnel. <br />An engineer's report on the modification will be provided to <br />CMLR upon completion of this project. <br />3. Hydrologic Balance - Magpie Creek Diversion <br />a. Water monitoring data (Groundwater and 4later Discharge Reports) <br />are in the process of being copied at the Grand Junction office <br />so that they can be sent to the Dorchester #1 Mine. <br />b. The extension of the water discharge pipe from Sediment Pond #1 <br />to the Magpie Creek Diversion should be complete by October 16, <br />1981. The completion of this project would allow G.E.C. to <br />complete initial dirt and rip-rapping work in that area. <br />c. Steel and other items along the west end have been donated to <br />the local high school, and,as soon as it is removed, the existing <br />containment berm will be re-constructed. <br />4. Re-Vegetation <br />a. Mr. Dave Patch was contacted by the operator to provide a better <br />temporary seed mix. However, due to the changes which CMLR would <br />like the operator to make regarding Mr. Patch's seed mix, the <br />operator has elected to continue using the temporary seed mix <br />approved by CMLR. All reseeding operations are planned to be <br />complete by October 15, 1981. <br />5. Protection of Fish and Wildlife <br />a. Construction of a new power transmission line to the Dorchester #1 <br />Mine will meet the requirements of 4.18(3) which sets construction <br />
