This topsoil will be moved to the topsoil stockpiles, and the
topsoil stockpiles reseeded by October 15, 1981.
The topsoil salvaging plan presented in Dorchester Coal Company's 1981 CMLR
Permit application for the Dorchester #1 Mine and a constant 10'-20' topsoil
buffer zone for the waste area will be followed during future operations.
In addition to potential and existing problems noted in part III of your
inspection report, the following is a general report of activity at the Dorchester
#1 Mine and clarification of some possible areas of concern to CMLR:
1. Signs and Markers
a. All perimeter markers are in place around the permit area.
2. Roads
a. Implementation of the recent technical revision approving
modification of the access road to the Dorchester #1 refuse
area has not yet taken place, due to shortage of personnel.
An engineer's report on the modification will be provided to
CMLR upon completion of this project.
3. Hydrologic Balance - Magpie Creek Diversion
a. Water monitoring data (Groundwater and 4later Discharge Reports)
are in the process of being copied at the Grand Junction office
so that they can be sent to the Dorchester #1 Mine.
b. The extension of the water discharge pipe from Sediment Pond #1
to the Magpie Creek Diversion should be complete by October 16,
1981. The completion of this project would allow G.E.C. to
complete initial dirt and rip-rapping work in that area.
c. Steel and other items along the west end have been donated to
the local high school, and,as soon as it is removed, the existing
containment berm will be re-constructed.
4. Re-Vegetation
a. Mr. Dave Patch was contacted by the operator to provide a better
temporary seed mix. However, due to the changes which CMLR would
like the operator to make regarding Mr. Patch's seed mix, the
operator has elected to continue using the temporary seed mix
approved by CMLR. All reseeding operations are planned to be
complete by October 15, 1981.
5. Protection of Fish and Wildlife
a. Construction of a new power transmission line to the Dorchester #1
Mine will meet the requirements of 4.18(3) which sets construction
