Carbon Junction did not bond for several ripping tasks such as the
temporary roads and the equipment storage area. Per the
reclamation plan, the main haul road will remain in place so I did
not bond for this task. See Tasks 9-12 for more information
regarding ripping.
I included a cost for final grading of the mine site using a 14G
Motor Grader. Carbon Junction did not include this task in the
bond estimate. Tasks 16-18 represent final grading.
Carbon Junction did not include a cost for reclamation of wells, or
structural demolition. The number and depth of wells was based on
your knowledge of the site. The structures on site were outlined
in the reclamation plan. All of these structures are portable, so
I did not include a cost for removing and disposing of cement.
These facilities are currently not located on site, so they may be
bonded prior to construction.
As you already know, the Division calculated a much higher
revegetation cost than Carbon Junction. This is most likely due to
the vague revegetation plan, as well as the cost for hydroseeding.
Tasks 29a-29d outline the cost estimate for revegetation. I broke
the tasks down by drill seeding on flat areas, broadcast seeding,
hydroseeding and tree and shrub transplanting. Please review task
29a-29d for further clarification.
Carbon Junction omitted the cost for mobilization and
demobilization and net project hours from the estimate. Refer to
task 30 and 31 for the Divisions estimate.
cc: Dan Hernandez
Larry Routten
