Long <br />Drcision Director <br />I have completed the preliminary cost estimate for the Coal <br />Junction Mine permit number C-92-080. The list of tasks were based <br />on a review of the reclamation plan and the bond submitted by <br />Carbon Junction. Please note that the bond includes both the <br />existing and proposed reclamation items mentioned in the <br />reclamation plan. The Division estimate a cost for total <br />reclamation at $1,365,193 versus Carbon Junction estimate of <br />$554,484. <br />Comments-Questions-Notes <br />Per your request, I included the cost associated with task 2 <br />(Smooth grade south end of south pit) in task 5. You may want to <br />clarify this task with the operator. Please note that all <br />backfilling tasks were calculated based on double shifts, typical <br />of this size project. <br />Carbon Junction omitted the cost in backfilling and regrading the <br />North Pit. I estimated the cost for hauling material from the fill <br />area to reclaim the pit at a cost of $19,984.00. Retopsoiling this <br />area was an additional cost of $2,348.00. <br />I used the OSM cost for drilling and shooting highwalls at a cost <br />of $0.18/cy. Carbon Junction had an estimate of $0.10/cy. I <br />verified this amount with various members of the ETF, and we will <br />use the OSM cost until we can obtain further information regarding <br />blasting costs. <br />Carbon Junction did not include a cost for moving the waste pile <br />into the south pit to be reclaimed as described in the reclamation <br />plan on page 5-21. Using a truck and loader team I estimated that <br />it would cost a total of $223,481.00. I also included a cost of <br />compacting the waste material in the pit as set forth in the <br />Colorado Rules and Regulations. See task 7 and 8 for further <br />clarification. <br />
