~ ~,'

Mr. Scott Patten -2- November 9, 1981
Construction and slope angle of the Horseshoe Dump were discussed. Any problems
with this temporary facility will be dealt with in the course of inspections.
The general condition and plans for the North gate loadout were discussed.
Flatiron stated at this time there is no plan to use the facility in the near
future since current coal receivers do not have rail capability. Flatiron
reassured the Division that tine tracks and disturbance caused by heavy equip-
ment would be smoothed and seeded as soon as the surface becomes solid enough
to run equipment on.
Mr. Ayers expressed a concern over having a number of different hILR inspectors
inspecting the site, each with different concerns. Mr. Banta explained the
MLR inspection policy and that all MLR inspectors should convey concerns to
the operator on site at the conclusion of the inspection. If the operator
has a concern about an inspection, he should contact myself or Mr. Banta For
a resolution.
In conclusion, it was stressed that communication remain open between the
operator and the Division.
If you have any Comments or questions, please feel free to call myself or
Fred Banta.
Sincerely,
Michael S.
