Temporary Coal Storage and Crush i_ n~Facili ie -',iWth <br />respect to EPA's comments on the "temporary" coal storajge ~acility <br />we must point out that construction delays in our permaiMent <br />crushing and screening facility have necessitated thu clontinued <br />use of this temporary storage area. This coal storage 'area has <br />been depleted of coal and upon resumption of mining on ;the federal <br />leasehold, the permanent crushing and screening facility will be <br />operational and the temporary coal storage area will b~ converted <br />to a parking area. At such time as the permanen[ crushing and <br />screening facility is completed no permanent open storage area <br />will be utilized. Contingency plans provide for a~i open overflow <br />stockpile if an emergency situation should arise when the coal <br />crusher loadout bin overflows. This overflow stockpile will <br />only be the result of an emerEency situation occasioned by a <br />possible failure of the conveyor system to shut down when the <br />loadout bin is full. (A flow diagram of this system can be found <br />in Figure 3.1-2 in the Mine Plan.) This overflow stockpile will <br />exist only as long as it takes to get this coal back into the <br />system by loading it into the haulage trucks. During the <br />time that this overflow coal is in open storage (which in the most <br />extreme case should be no longer than 7-10 days) fire prevention <br />techniques will be employed. Open flames and o[her potential fire <br />hazards will be prohibited in this area.
