This memorandum and its attachments contain supplemental
information requested by the Area Mining Supervisor in response
to the Environmental Protection Agency's Comments on Colorado
Westmoreland Inc.'s proposed mining plan for the Orchard Valley
Pine. CWI met with EPA officials regarding these comments on
February 18, 1978.
The EPA Comments to USGS on CWI's mining plan concerned
the following topics: I. Recovery of the Resources; II. Spoil
Placement and Drainage and Sedimentation Control; III, Maintenance
of Diversion Structures; IV. Reveeetation; V. Stabil;ty of
Post t4lning Slopes; VI. Environmental Monitoring; VII. [dater
Availability; VIII. Temporary Coal Storage and Crushing Facilities;
and IX. Subsidence.
These topics are discussed separately below.
I. Resource Recovery - CWI notes that USGS replied to EPA
on February 17, 1978 concerning maximum economic recovery and that
