Dear Floyd:
I enjoyed visiting with you over the telephone on Friday, February 19,
1982 and again on Monday, February 22, 1982. I appreciate your
candidness on the Office of Surface htining ("OSM") approval schedule
for the Bear Coal Company mining plans and your assistance in workin
closely with the Colorado Mined Land Reclamation Division ("Division"~
to eliminate duplications of review.
Under separate cover, I will be sending you seven (7) copies of the
additional information submitted to the Division. This data was
developed in response to Division questions on the Bear Coal Company
plans.
Since the Bear Coal Company is facing a real emergency with potential
massive employment cut-backs, I appreciate that you have prioritized
your review work to enable OSt•1 to issue a final decision on the Bear
Coal Company application.
I have summarized my understanding of the timetable to be followed by
OSM for final approval of the Bear Coal Company plans:
• February 25, 1982 - Seven (7) copies of adequacy response
information as requested by Division submitted to OSD1.
• March 1, 1982 - Adequacy response information sent by OS1~1 to
Bureau of Land t4anagement ("BLM") and the United States
Geological Survey ("USGS") for their final review and
sign-off.
• March 5, 1982 through March 12, 1982 - OSM review of
Division's findings document with comments to Mr. Dan Mathews
as applicable.
