• • <br />There is no other information suggesting that this is anything but an open hole. The <br />Pennsylvania West permit application does not include any logs of this site, presumably <br />because it is 4000 feet north of the permit area. This information is enclosed for your <br />perusal. Unless more information surfaces, the Division will still require two new wells <br />drilled within the permit area. <br />We are unable to call the application complete based on an operator's commitment to <br />obtain additional water quality information, rather than submitting the data, as requested <br />during your phone message on the afternoon of October 19. That commitment appears <br />to be implied by the current permit application submittal, which we have called <br />incomplete. <br />Please let us know if your understanding on this matter differs considerably from ours. In <br />agreeing to call the application complete, based on the aforementioned data, we are <br />accepting a skeleton baseline monitoring plan. We are looking at only one well in the <br />Coal Gulch alluvium (the Mangrum well), two wells in the Menefee, (the Messier well <br />and a new well) and one well in the Point Lookout sandstone (the other new well). You <br />should be acquiring field parameters monthly, and full suite samples quarterly, and <br />providing the Division with that information as it is acquired.
