Figure 2.05.3-46 was not provided. Further, the designs for the "shop building", "supply
building", "bath house", and "office building", described in revised Table 3.02.2-1 as
having concrete floors and/or footers, were not provided. Please provide this information.
Rule 2.05.3(4) Operation Plan -Ponds. Impoundments and Diversions
84. Pond designs for the Pl/P2 portal, P3 portal, and Fill 9 were reviewed and the following
problems were noted:
P1~P2 Portal pond and fill pond designs (EX 15-1 and 15-13)
a) Culvert and ditch labeling should match EX IS-1 exactly
b) The elevation of the lowest set of holes disagrees with the sedimentation pond
summary.
c) The stage-storage table was not found in the submitted materials
d) The hydrograph detention time of 45 minutes seems rather low. Can this be
increased?
e) The elevation-azea-capacity-dischazge table indicates a low orifice at a capacity of
.21 ac-fr but the pond results give a permanent pool of 1.24 acre-fr. Why?
f) The culvert at 180+94 is not on figure EX 15-1.
g) The Division believes that the fills at the portals should be protected by ditches
designed to divert the 100 year event, due to the length of time these temporary
fill structures will be in-place. Also, it would be appropriate to refer to these
temporary structures as temporary overburden stockpiles to avoid confusion with
designed fills.
h) Ditch 8E is missing from table 15-13A
i) The clean water diversion ditches are missing from Table IS-13A
j) Where is the information presented for culvert LAR 187+17 in tabulaz format?
P3 Portal pond and fill pond designs (EX 15-2 and EX 15-12)
a) Can the inlet ditch to P3 fill pond 006 be routed to enter the pond at the southwest
end? Currently, the pond inlet enters in the middle of this narrow pond, rendering
1/2 of the pond as dead storage. If the inlet cannot be relocated, please rerun
design calculations using 50% dead storage.
b) The pond volume for this pond is depicted on EX15-14 as 139 ac-ft. Is this
