Shelton <br />Director <br />TO: Peter Evans '~ <br />Reclamation Specialist /~/~~~bb~~ <br />FROM: Jim Pendleton ~'~"v <br />Senior Geolog~,~ <br />RE: Review of ti7e ubsidence Portion of the Apex #2 Coal Mine <br />Permit Application <br />Pursuant to your request, I have completed a review of the subsidence <br />section of the permanent permit application submitted for the Apex #2 <br />underground coal mine. I forward the following comments for your <br />consideration. <br />The attached Exhibit, "Subsidence Control Plan, Apex #2", prepared by <br />D.N.Emling and Company, was previously submitted and reviewed as a <br />portion of the interim program permit documents. No changes have been <br />made to that Exhibit. While this Exhibit does not specifically conform <br />with the phased format of our approved permanent regulations, the <br />information does appear adequate to satisfy the major portion of our <br />data and analytical requirements. Emling's report presents an analysis <br />of potential subsidence based upon empericaZ evidence from past extraction <br />within the Sunland Lease boundaries, as well as subsidence projection <br />techniques applying accepted methodology. Rock quality designation, <br />coring data and rock mechanics experience are utilized in preparing <br />the analytical subsidence predictions. <br />The Sunland Company application proposes a subsidence control plan, <br />based on Emling's analysis, for the protection of the potentially <br />affected structure. Our requirements for a subsidence control plan <br />are enumerated within Rule 2.05.6(6)(f). As proposed, Apex #2 Mine <br />Subsidence Control Plan appears to satisfy all of our requirements except <br />the following three: <br />1. In accordance with Rule 2.05.6(6)(f)(iii), the applicant must <br />present "a detailed description of the measures to be taken to <br />mitigate the affects of any material damage or diminution of value <br />or foreseeable use of land which may occur, ..." The applicant <br />will have to amend the application to include such a description. <br />(cont'd) <br />April I5, I981 <br />
