Lorencito Coal <br />Company had committed to salvaging topsoil on accessible slopes less than 50%. However, table <br />~~ 2.05.3-2 and page 2.05-33a state that soils will not be salvaged on slopes exceeding 30%. Please <br />bring these statements into agreement with the agreement to salvage available soils on slopes less than <br />50%. <br />Table 2.05.3-2 indicates that soil swell factor will be 20% irregardless of soil type. Lorencito Coal <br />Company needs to provide justification for this swell factor since this factor may have an overall impact <br />on the amount of available topsoil for redistribution. <br />In order for the Division to accept Lorencito Coal Company's June 30, 1997 revised Table 2.05.3-2, <br />the Division needs Lorencito Coal Company to commit to revising this table prior to the next permit <br />term (year 2002). The latest Revision of this table only provides topsoil salvage volume esrtimates for <br />the first fve year. <br />Page 2.05-35 was revised appropriately in the April 23, 1997 version. Lorencito Coal Company <br />• submitted this page in the July I , 1997 submittal with additional Revision. The July I , 1997 version of <br />this page is unacceptable.
