• ~ III IIIIIIIIIIIIIIII <br />999 <br />Memorandum <br />T0: Brian Munson <br />FROM: Jim Herron <br />RE: H-G Soils and sediment control review. <br />I have finished my review of the H-G application on the above referenced topics. <br />I am unable at this time to make any written findings on topsoil and topsoil <br />salvage because there is still some question on how much topsoil is available <br />and how much will be redistributed. The questions are listed under reclamation <br />plan since they are more of an operations question than a baseline question. <br />I was also unable to make any findings on the sediment control plan because of <br />a gross deficiency of information. Once this list of questions are answered <br />sufficiently, I should be able to make findings. <br />2.05.4 Reclamation Plan <br />1. The applicant must clarify how total disturbed acres, area of topsoil removal, <br />reclaimed acres, and Area (acres) in table 2 of Section 2.05.4, balance. As <br />an example, in 1980 the total disturbed acreage is 281.5, 28.6 acres are <br />stripped of topsoil, and 46.0 acres are reclaimed; this should leave 264.1 <br />acres disturbed in 1981. However, this does not agree with either the disturbed <br />acreage in 1981 or the area (acres). Please clarify. <br />2. The applicant should clarify why the depth of replaced topsoil incr~ses from <br />1.4 feet in 1980 to 2.1 feet in 1985. This information was derived from the <br />reclaimed acres in Table 2 and the topsoil replaced in Table 3. Also, since <br />the applicant states that there is an average of 27 inches of topsoil avail- <br />able, why are stripping depths less than two feet. The applicant is advised <br />to average all depths from sampling sites in order to determine how much <br />topsoil is available. <br />2.05.3(4) Sediment Control <br />1. The applicant must submit plans and cross sections of the explosives storage <br />area pond, sanitary landfill pond, pond near the office, and 'Tipple area <br />ponds. The plans and cross-sections must be certified by a registered professional <br />engineer. <br />2. The applicant has stated that the 3.4 acre feet of storage above the sediment <br />storage level will be pumped out. The applicant is advised that the pump <br />intake must not be below the maximum sediment storage level. Please clarify <br />how pumping will be accomplished without pumping sediment from the pond. <br />3. The applicant did not fully answer question 2 under 2.05.3(3) b & c. The only <br />culvert sting calculations submitted were for the three ponds west of County <br />Road 53 and culvert IfB. The design specifications must be supplied for the <br />
