Page Eight • <br />Preliminary Adequacy Review <br />GEX - Roadside 6 Cameo Mines <br />April 27, 1981 <br />8. The applicant must include a discussion of the disposal of non-coal wastes <br />including but not limited to grease, lubricants, flammable liquids, paints, <br />garbage, abandoned mining machinery, lumber and other crombustibles. <br />9. The post-mining topography maps show that a depression 30-90 feet in <br />depth will be Left at the Cameo No. 1 decline and the north decline. According <br />to Rule 9:39.1(2)(a) all areas affected by surface coal mining operations <br />must be returned to their approximate original contour except as exempted <br />by Rule 2.06.5. The applicant should either submit evidence such as pre- <br />mining topography to show that this meets the approximate original contour <br />(AOC) requirements or revise the plans to attain AOC. <br />2.05.5 Post-Mining Land Use <br />1. The applicant should be aware that the requirements of 4.16 must be <br />met if and when the post-mining land use will be changed from "undeveloped" <br />to "industrial". Zf the present proposed post-mining Land use is only <br />"undeveloped", then all references to the "industrial" post-mining land use <br />must be removed from the application. <br />2. The application must contain a narrative on how the post-mining land use <br />is to be achieved and the necessary support activities which may be needed <br />to achieve the post-mining Land use. <br />2.05.6 Mitigation of the Zmpacts of Mining Operations <br />1. The application must contain a specific statement of the probable <br />hydrologic consequences of the mining operation with respect to the <br />hydrologic regime and the quantity and quality of surface and groundwater. <br />2. Zt appears from Exhibits 17 and 5 that a portion of the coal underlying <br />the storage tank and filter plant have not been undermined. Please clarify <br />how much mining has been done under these facilities. Also, the applicant <br />must further describe the use of these facilities; are they public facilities? <br />The applicant should be aware that 4.20.9(3) specifically prohibits mining <br />under any public facilities. <br />3. Zn order to prove the applicant's contention that there will be no material <br />damage to the pipeline and water treatment facilities, the applicant must <br />undertake a subsidence monitoring program according to the standards of <br />2.05.6(6)(c). A description of the monitoring plan must be submitted. Also, <br />since there are still some portions of the pipeline which may be undermined, <br />the applicant must submit a detailed subsidence control plan. <br />4. An air pollution control plan, stating measures to be conducted or <br />which are being conducted to control such air pollutants as fugitive dusts, <br />must be included in the submittal. <br />
