Exhibit 20 shows Access Road 3B as being 20 feet wide, while it is shown <br />as 30 feet wide on Exhibit 9A and in Table Z. 05.3E. Please correct this <br />discrepancy. <br />17. The applicant has not provided for road crowning os in sloping to prevent <br />ponding of water on the road surface. This item should be mentioned in <br />Table 2.05.3E and shown on the typical cross-sections. <br />18. The applicant must discuss the method proposed for the reclamation of all <br />roads; i.e., removal of culverts, rounding of cut-and-fill slopes, roadbed <br />preparation for revegetation, restoration of drainage patterns, and possible <br />use of terraces. <br />19. Since surface activities will evidentlu take place within 100 feet of the <br />right-of-way line of a public road, the applicant must provide a description <br />of measures to be used to ensure that the interests of the public and land- <br />owners affected are protected, in accordance with CCR section 2.07.6(2)(d)(iv). <br />20. The applicant should briefly discuss the method of compaction to be used <br />to achieve slope stability in areas of substantial fill placement. <br />2.05.9 Reclamation Plan <br />1. The applicant should clarify whether seeding will be done in the fall <br />or spring. <br />2. The seed mix must be complimentary to the post-mining land use and the <br />applicant proposes to reclaim the land to its pre-mining state. Therefore, <br />the seed mix may have to be revised following collection of baseline <br />vegetation information. <br />3. The applicant should clarify what the native hay mulch consists of. Most <br />"native hays" are composed primarily of introduced species. The applicant <br />is cautioned not to introduce a seed source of non-native species. <br />9. The applicant must submit a plan for testing topsoil for fertility status <br />and subsequent application of amendments prior to final reclamation. <br />5. The applicant must supply appropriate cross-sections of the anticipated <br />final surface configuration. <br />6. Since wildlife habitat is a component of the post-mining land use, the <br />applicant should discuss methods to be utilized, during reclamation, to <br />enhance wildlife habitat such as planting trees and shrubs in clumps to create <br />an edge effect and improved cover. <br />7. The applicant should clarify what type of equipment will be used to re- <br />distribute topsoil. Also, how deep does the applicant propose to scarify <br />the surface prior to topsoil replacement? <br />
