Page Five <br />Preliminary Adequacy Review <br />GEX - Roadside 6 Cameo Mines <br />April 27, 1981 <br />2.04.12 Fish and Wildlife Resource Information <br />1. The applicant is requested to submit a wildlife map showing areas of <br />deer winter range, locations of raptor nests, important waterfowl habitat, <br />etc., with surface facilities superimposed. <br />2.05.2 Operations Plan - Estimated Area for Life of Operation <br />1. On page 84 of volume 1, the applicant states that it is not anticipated <br />that there will be any areas for which a new, separate, five-year permit will <br />be obtained. This statement needs further clarification. It appears from <br />the statement that GEX will not apply for any further five-year permits, <br />yet Exhibit 5 shows that mining will continue until I995. <br />2.05.3 Operation Plan - Permit Area <br />1. The applicant has requested a five-year permit term which would most <br />likely end some time in 1986. However, the whole application is based on <br />a permit term ending in 1985. The applicant should make the necessary changes <br />in the application. An example is that affected area would change from <br />1,293 acres to 1,355 acres. <br />2. The applicant must submit a plan for the installation of monitoring wells <br />in the underground areas to be backfilled with coal processing waste, the <br />stratum underlying the mined coal, and an area down gradient from the back- <br />filled areas as required by 2. 05.3(10)(d). In addition, baseline ground- <br />water data will have to be collected as a basis for comparison to these <br />wells. The operator should contact the Division for further information <br />on locations, etc. <br />3. The applicant should include the geotechnical investigations that were <br />performed in order to demonstrate that the Roadside and Cameo waste piles <br />will have a static factor of safety of 1.5 or greater that were required as <br />part of interim approval for this waste fill. These reports could be included <br />as an appendix with the narrative committing the applicant to following the <br />recommendations in the investigation. <br />4. Haul road ql and part of access road N1 shown on Exhibit 6A are hardly <br />visible on the copy of the exhibit submitted. Many of the contour lines in <br />the vicinity of the roads are obscured as well. The applicant should submit <br />a more legible copy of this exhibit. <br />5. Zn many instances, the applicant has not made it clear where roads begin <br />and end, and which sections of existing roads shown on Exhibits 6A through 12A <br />are to be used during mine operations. The applicant must clearly mark alI <br />exhibits to show which sections of roads will be used and for what purpose. <br />For example, where does Access Road ii2, Exhibit 8A, terminate? Also, roads <br />proposed to be used by the applicant during mining operations should be <br />clearly marked on the exhibits so as to be discernable from existing roads <br />which will not be used. <br />
