Mr. Peter O'Connor -3- July 14, 1986
2. In order to meet the requirements for establishing revegetation success cri-
teria for Blue Flame Coal Mine we adopt the success criteria the Division
has provided. Blue Flame Coal Mine is grateful for your help.
Revegetation Success Criteria
A. The standard for herbacious cover is 30~ to be measured either by ocular
estimates using a one meter square cover quadrant or by the point intercept
method.
B. The standard for herbacious productivity is 500 pounds per acre of dry bio-
mass measured through the use of the harvest method via one cubic meter quad-
rants.
C. The standard for woody plant density is a minimum of 600 stems per acre.
D. The standard for species diversity using species ccrrgosition approach is as
listed below:
Species
Grasses
Cool Season
Warm Season
Forb s
Shrubs
Requirement*
2
2
2
2
* No single species shall be represented by more than 40e relative cover or
less than 3~ relative cover. Once again, Blue Flame Coal Mine appreciates
your help in this matter.
2.05.5 Post Mining Land Use
Please find enclosed copies of certified letters sent to Mr. Lawrence Huntington
and the Ute Mountain Ute's pursuant to Rule 2.05.5(2)(b). As stated earlier in
2.03.4, Identification of Interests, Blue Flame Coal Mine has not received any
correspondence from either of the parties.
2.10 Maps and Plans
Blue Flame Coal Mine has revised the maps to include the portion of the access
mad to the Blue Flame Coal Mine bench and that portion of the access mad frun
County Road 120 to the Blue Flame Coal Mine bench. The Blue Flame Coal Mine
would like to reiterate that the west access mad from County Road 120 into
Blue Flame Coal Mine property is owned by the Ute Mountain Ute tribe. This
access mad strikes in a Northwest/Southeast direction until it reaches a 90
degree turn and begins its climb to Blue Flame Coal Mine bench. The Blue Flame
Coal Mine has comnitted to reclaim that mad up to the point where it makes the
90 degree turn and starts heading toward County Road 120. Please see the pre-
~:ious descriptions of this matter as they explain the reasons for not reclaim-
ing that portion of the mad that strikes Northwest/Southeast.
