-3- <br />Ground Water Hvd~oloov -Rule 2.04.7(1 <br />There is inadequate ground water quality and ground water level baseline <br />information in the permit application. Seasonal data from ground water in <br />strata overlying the E-seam and springs adjacent to and within the permit <br />boundary is required. <br />Reclamation Plan -Rule 2.05.4 <br />1. The application does not contain a comprehensive narrative regarding <br />salvage and replacement and storage of topsoil and subsoil material. The <br />amount and source of plant growth material to be respread on all portions of <br />the reclaimed area (refuse, facilities area, coal stockpile expansion area, <br />equipment storage area etc.) should be clarified. <br />2. The reclamation schedule indicates that final grading and seeding would <br />occur in 1989. This schedule does not correspond with the 20 year life of <br />mine projection contained on page 79. This disparity should be clarified. <br />3. The proposed plan depicts backfilled and reclaimed cross-sections which <br />appear to represent an appropriate approximate original contour. The plan is <br />complicated, however, by the existence of previous mining disturbance and the <br />small and complex nature of the mine site. The applicant should prepare a <br />material balance which demonstrates that the proposed final configuration can <br />be obtained using the available materials at the site. Further, in the case <br />of the steepest."worst case" backfilled slopes, the applicant should <br />demonstrate that the slope stability requirements of Rule 4.14.12(1)(b) will <br />be achieved. The "worst case" slopes appear to be depicted on cross-section <br />drawing 26, in the vicinity of the reclaimed mine portals. <br />Overburden - Rule 2.05.3(6) <br />1. No comment is made within the application referring to blasting <br />activity. If no surface blasting is contemplated, the applicant should <br />specifically state that intention. <br />2. Rule 2.05.3(9) requires that the applicant describe a 99eotechnical <br />investigation prepared in accordance with Rule 2.05.3(b)(c)(d). The <br />application includes a "preliminary" analysis which presents comments founded <br />upon the results of a reconnaissance of the site and the preliminary results <br />of an angering investigation of the site. Laboratory materials testing and <br />analytical statistical analysis have yet to be completed. The application <br />commits to the completion of these required demonstrations. The data and <br />analyses will have to be provided prior to approval. <br />Underground Development Waste -Rule 2.05.3(9) <br />The general plan for construction of the pile seems to be acceptable on a <br />preliminary conceptual basis. However, until detailed engineering plan and <br />construction standards are submitted, supported by the appropriate analysis, <br />as required by Rule 2.05.3(6)(b), no approval to construct the proposed pile <br />could be granted. <br />
