<br />-z- <br />General - Affectted area -Rule 1.07(7 <br />The applicant's :projection of only 54 acres of affected land seems low, given <br />the extent of underground mine workings and the surface disturbance area. The <br />applicant should include a map of all affected areas and all lands overlying <br />the underground mine which may be impacted. The impacted (affected) lands <br />overlying the mine workings includes all lands within the subsidence <br />angle-of-draw. <br />Legal, Financial and Compliance Information - Rule 2.03 <br />1. On page 9, the application states that additional surface facilities <br />"will consist of amine waste disposal area." The narrative should be <br />modified to clarify that, additionally, the office will be relocated, a <br />portion of the access road will be abandoned and anew section constructed, <br />and the coal stockpile area will be expanded. <br />2. The application does not list issuing authorities, permit numbers or <br />application I.D. numbers for required permits, as required by Rule <br />2.03.10(3). This information should be submitted. <br />Land Use Information - Rule 2.04.3 <br />1. The application does not contain an estimate of the pre-mine forage <br />production capability which could be "obtained under high levels of <br />management." An SCS range site description would provide the required <br />information. <br />Geoloav and Hvdroloav General - Rule 2.04.5 <br />1. There is no geology map of the adjacent and general areas. There is only <br />a map of the permit area. The geologic map of the adjacent and general areas <br />must, at a minimum, cover an area with a two mile radius around the mine and <br />be on a map with a scale no smaller than 1:24,000 (Rule 2.10.1(1)). <br />2. There is no regional hydrology map of the adjacent and general areas. <br />All water wells, irrigation structures, ponds, lakes, reservoirs, and springs <br />should be located and/or drawn on a map with a scale no smaller than 1:24,000 <br />and covering an area no smaller than a two mile radius of the permit boundary. <br />Surface Water Hydrology - Rule 2.04.7(2) <br />There is inadequate surface water quality and quantity baseline information to <br />characterize seasonal fluctuations. At ,least one year's flow data from Harvey <br />Gap, based on Grass Valley Reservoir discharge records should be included in <br />the application. In addition, complete surface water chemistry data should be <br />submitted for the Harvey Gap Drainage immediately downstream of the proposed <br />mining disturbance. At a minimum, one sample should be taken during the <br />spring, one in mid-summer and one at the end of the irrigation season. This <br />data should be included in the permit application. <br />
