The Ap~icant will comply. <br />c) Removal of Class I Roads. A11 Class I roads <br />will be removed and the land regraded and revegetated <br />in accordance with 30 CFR 316.156. (v3, p. 816-175) <br />The Applicant will comply. <br />d) Design and certification. <br />(1) EFC's chief civil engineer will supervise <br />' all Class I road design in accordance with <br />30 CFR 816.151-156. (v3, p. 816-176) <br />The Applicant will comply. <br />(2) Design parameters are based on anticipated <br />equipment volume, weight s. and speeds, and <br />guidelines in the Bureau of Mines Informa- <br />tion Circular IC 8758, "Design of Surface <br />Mine Haulage Roads - A Manual." (v3, pp. 816- <br />176-177) <br />The Applicant will comply. <br />816.151 <br />Roads: Class I: Location <br />a) Ridges or stable slopes. The proposed Class I <br />haul roads will be built on stable ridges wherever <br />possible. Haul Road E will be stepped for appro xi- <br />mately 500 feet. Culverts will be used to release <br />drainage below the toe of the fill. (v3, p. 816-177) <br />The Applicant will comply. <br />b) Roads in stream channels. Existing and proposed <br />Class I roads are located away from stream channels. <br />(v3, p. 816-177) <br />The Applicant will comply. <br />c) Stream fords. All stream crossings will be made <br />using culverts as required by 30 CFR 816.153(c). <br />If temporary crossings are required during construc- <br />tion in wet weather, temporary culverts will be <br />used to prevent environmental damage. (v3, pp. 816- <br />177-178) <br />The Applicant will comply. <br />d) Minimization o£ flooding. All roads are or will be <br />located on moderately sloped sidehills and ridges. <br />(v3, p. 816-178) <br />The Applicant will comply. <br /> <br />
