316.150 - 315.176 ~DS <br />A. Description o_` Existing Environment <br />The Energy Fuels' CIo. 1, No. 2 and Eckman Park mines <br />are served by a county road to the central shop area. <br />Within the mine area there are 9 miles of Class I <br />road -- 4 miles which presently exist and 5 miles to <br />be added, Existing Class I roads will be modified to <br />Subchapter K standards which involve mostly ditches <br />and culverts. These roads are used for access between <br />the active parts of the mine and the Load-out facilities. <br />About 1~ miles of Class II roads exist, but no additional <br />roads of this category will be constructed. These <br />roads are principally used for access to service areas <br />by light weight equipment. Class III roads may exist <br />within actively mined areas. These are temporary and <br />removed and reclaimed as mining is completed, <br />B. Description of Applicant's Proposal <br />The applicant's design of roads is described in Volume 3 <br />and various figures, and the locations are shown on <br />Maps 34, 35 and 36. It is stated that the most important <br />roads will be designed, constructed and operated as Class <br />I installations to provide access and haulage. No <br />additional Class III roads will be built in the mine plan <br />area. They will be temporary and located within the area <br />that will be mined and reclaimed. Location of Class III <br />roads is determined by immediate mining needs and locations <br />cannot be exactly anticipated. The Applicant states that, <br />to the extent oossible, Class III roads will be located <br />on ridges, stable slopes, and away from intermittent or <br />perennial streams. Design, construction, use, mainten- <br />ance and reclamation are described in detail in Volume 3 <br />of the application. <br />C. Evaluation of Compliance of Proposed Plan <br />Class I: General <br />a) Design to control erosion, pollution and damage. The <br />Applicant's design for Class I roads presented in <br />section 816.152 of the application will control erosion, <br />pollution, and damage. (v3, pp. 816-178-192) <br />T:Ze Aoplicant will comply. <br />b) Damage to wildlife and environment; control of <br />runoff and sedimentation. All roads will be maintained <br />in accordance with sections 816.153 (culverts, ditches, <br />etc.) and 816.42 (water quality standards) and best <br />available technology for minimizing damage to wildlife. <br />(v3, pp. 816-175) <br />
