~. <br />-zo- <br />The applicant has addressed the method for measuring success, but not the <br />method to evaluate these measurements on the proposed rangeland and cropland. <br />The same or similar statistical comparisons as those used to identify the <br />reference areas should also provide an excellent method for evaluating <br />measurements of success in achieving percent cover, production, and diversity <br />on reclaimed areas. The applicant has no[ addressed the methods for either <br />measuring or evaluating success on the proposed pastureland. <br />Stipulations need to be incorporated before this section (816.116) will be in <br />compliance. <br />816.117 Revegetation: Tree and Shrub Stocking for Forest Land <br />The applicant's proposal is not in compliance with 30 CFR 816.117(c). The <br />applicant should commit to at least the minimum performance'standards for <br />areas where woody plants are used fot wildlife management, recreation, <br />shel[erbelts or non comcoercial forest uses. This information should be <br />submitted in conjunction with the reference area information (to be submitted <br />on September 1, 1980), and prior to transplanting and. seeding operations of <br />trees and shrubs. <br />D. (816.116) The applicant should provide evaluations of diversity comparing <br />existing range sites and proposed permanent reference areas by September 1, <br />1980. Final selection of_oermanent reference areas will be subiect to <br />aooroval by the regulatory authority. In addition, the comparisons used to <br />identify and establish permanent reference areas should be used for measuring <br />success for bond release. <br />2. (816.113) The applicant should seed all disturbed areas [hat have reviewed <br />final topsoil preparaton during the first normal planting period (fall). The <br />applicant should not delay seeding for the purpose of establishing a mulch <br />cover crop. <br />3. (816.116) The results of interim studies identified on page 816-161(a) of <br />the M/R plan will be incorporated into the annual report following data <br />collection (every three years) and any modification of any operation mu s[ be <br />approved by MLR and OSM. <br />4. (816.116) The applicant should identify the proposed methods for <br />measuring success on pasturelands and submit a plan b}• September 1, 1980. <br />
