<br />-19- <br />816.113 Revegetation: Timing <br /> <br />The applicant's proposed timing for re vegetation on disturbed. areas as <br />described in part B of the T.A., is not in full compliance with 30 CFR <br />816.113. Seeding of disturbed areas is required to be conducted during the <br />firs[ normal period for favorable planting conditions. The applicant has <br />identified fa 11 seeding as the favorable and normal planting period for <br />perennial grasses (V. 3, pp. 816-148a). Fall seeding of cereal grains to be <br />used as mulch, delays the seeding of perennial grasses for at least one full <br />year after final preparation of topsoil. The applicant should seed all <br />disturbed areas that have received final topsoil preparation during the first <br />normal planting period, (fall). The applicant should not delay seeding for <br />the purpose of establishing a mulch and cover crop. <br />816.114 Revegetation: Plulching and Other Soil Stabilizing Practices <br />Annual cereal grains that have been approved b}• the regulatory authority will <br />be used by the applicant as a standing stubble mulch. A weed-free straw or <br />hay mulch will also be used on areas too inacessible to seed with cereal <br />grains. This section of the mining and reclamation plan is in compliance with <br />816.114. <br />816.115 Revegetation: Crazing <br />The grazing plan which the applicant has presented on pages 816-154 meets the <br />requirements of 816.115 with the following reservation. OSM encourages the <br />use of flexibility in grazing plans to allow the most beneficial use of <br />forage; however, the applicant should keep this flexibility within guidance <br />provided by SCS. <br />Will comply. <br />816.116 Revegetation: Standards for Success <br />The applicant has agreed to designate reference areas based on eris[ing <br />communities by September 1980. The applicant has proposed establishing <br />permanent reference areas on the basis of soils, slope, aspect, and <br />statistical comparisons of percent cover and production. The applicant has <br />not addressed diversit}• in terms of the need to show that the reference areas <br />are representative of the range sites. Therefore, a comparison of diversity <br />in the range sites and the proposed permanent reference areas should also be <br />made. This will assure [hat the proposed permanent reference areas are <br />representative of the diversity of the premining vegetation. <br />
