Additionally, <br />please include information regarding the proposed substation. Please <br />include the dimensions of the substation, the pad composition (concrete or <br />gravel pad or other construction), the fencing used and any additional <br />information. Please include the substation information on the appropriate <br />map. Please resubmit Page 2.05.3-20 with the above requested information. <br />18. Pages 2.05.3-23 and 2.05.3-24 discuss Topsoil salvage and replacement at <br />the Northfield Mine. The discussion states that the operator will salvage six <br />or seven inches of topsoil for a salvage volume of 12,900 cubic yards (bank). <br />This number, however, appears to be in error. Six inches of topsoil yields <br />approximately 16,100 cubic yards (bank) of soil and seven inches of topsoil <br />yields approximately 18,800 cubic yards (bank) of soil over 20 acres. The <br />Division believes that there will be approximately 17% swell of the soil upon <br />salvage and approximately 12% compaction upon stockpiling, giving <br />approximately 4.5% of additional soil. There is a discrepancy between the <br />volume of topsoil Northfield reports and the volume that is available for <br />salvage. Please provide the Division with a detailed discussion of this <br />discrepancy and a more detailed topsoil balance. <br />19. The location of the facilities area and the facilities are shown on Map 1 - <br />Land Use Map. This map, however, is not sufficient for showing detailed <br />information regarding the facilities listed in Section 2.05.3. Please provide <br />the Division with a detailed map of the facilities area. Please include all of <br />the buildings, coal stockpiles, conveyors, etc. <br />20. In addition to a detailed facilities map, the Division requests that Northfield <br />provides a chart of all facilities including their construction and dimensions <br />and information regarding the concrete pads and footers. Please include this <br />chart in Section 2.05.3. <br />21. Pages 2.05.3-24 and 2.05.3-25 discuss the overburden at the Northfield Mine <br />and the cut and fill volumes for the construction of the facilities area. In the <br />discussion Northfield states that there will be a swell of the material of <br />approximately 12%. There is no data or information to back up this claim. <br />The Division believes that the initial swell factor will be approximately 33% <br />and the compaction factor will be approximately 13% (an adjustment factor of <br />0.87). This gives an overall swell of approximately 16% from bank to <br />compact. Please provide a discussion of the swell and compaction factors at <br />the Northfield Mine and any data and/or studies performed to obtain these <br />factors. Additionally, please place the cut and fill volumes into a table or <br />chart in either Section 2.05.3 or Section 2.05.4. <br />22. Page 2.05.3-26 discusses Coal Mine Waste and Non-Coal Processing <br />Waste. It is stated that all of the development waste, including that from the <br />
