The Geo Testing report states that roads 'generally comply with the <br />Rules'; however, there is not sufficient information presented in the application <br />to allow the Division to verify compliance and make our written findings. <br />The following comments concern the haul road that leads to the refuse pile: <br />9.03.1(3) - Design and Construction <br />1. Figure 9 states that the average grade of the haul road is 9.6 e; however, the <br />profiles included in the application do not support this statement. The scale on <br />the haul road profile is too small to make any accurate measurements, but using <br />conservative measurements, the profile indicates an overall grade of 16~ with <br />some portions of the road as high as 33~. Unless the applicant submits larger <br />scale profiles that clearly indicate grade measurements, the Division cannot <br />find the road in compliance with 4.03.I(3)(a). The applicant should consult <br />the grade and pitch requirements in this section of our regulations and demonstrate <br />that these standards will be met. Under Section 4.03.1(1)(e), the applicant <br />may propose alternative design criteria if the Division approves upon a thorough <br />analytical demonstration by a qualified registered professional engineer that such <br />i <br />alternatives will be as environmentally sound and structurally stable as that <br />resulting from the compliance with 9.03.1. <br />
