-4- - <br /> <br />2.05.4(2)(b) The bonding calculations presented on page 114 <br />of the application need to be revised to include all relevant <br />supporting calculations and references utilized in determining <br />cost estimates for the various reclamation activities. This <br />information is necessary in order to determine if the total <br />cost estimate provided is sufficient to cover the entire cost <br />of reclamation using independant contractors. These supporting <br />calculations should include, but not be limited to: <br />1. Mobile Equipment Costs - A more detailed worksheet is <br />needed which includes relevant operating assumptions, such <br />as: <br />A. Equipment type (make and model); <br />B. Location, job efficiency, and production adjustment <br />factors; <br />C. Labor rate used; <br />D. Reference(s) from which hourly costs and production <br />figures were obtained (Caterpillar Handbook, Rental <br />Rate Blue Book, Means Cost Data, etc.). <br />2. Demolition Costs - The method utilized in determining <br />building and foundation removal costs (without considering <br />salvage value) should be included on the worksheet. <br />3. Revegetation - The cost figures given under this section <br />appear low when considering the planting methods to be <br />utilized, i.e. hydroseeding, hydromulching, and planting of <br />containerized stock. The applicant should provide sufficient <br />justification for these figures or revise them in accordance <br />with current contractor costs for revegetation. <br />4. Miscellaneous - It appears that culvert removal and truck <br />scale demolition and removal costs have not been included in <br />the cost estimate. <br />2.05.4(2)(d) With such a thin layer of topsoil and other <br />aultable.plant growth medium available for redistribution, the <br />reclamation plan should be revised to include a plan for ripping <br />the surface layer to an appropriate depth to establish an <br />adequate bond between the redistributed material and subsoil, <br />and to provide for root penetration in highly compacted areas. <br />such as the bench, access roads, and coal stockpile area. In <br />addition, the estimated cost of the ripping operation should be <br />included in the bonding cost section of the application. <br />The depth of suitable plant growth medium (SPGM) to be salvaged <br />from the large pond embankment and any other proposed salvage <br />areas must be specified in the application, and the applicant <br />should describe in greater detail how, the topsoil and SPGPt <br />will be redistributed, i.e. whether the materials will be mixed <br />together or each applied to specific areas separately. <br /> <br />
