-3- <br />2.03.12 The application must include a copy of the newspaper <br />advertisement and proof of publication of the notice of <br />application which was published by Sunflower Energy Corp. at <br />the time permit application number C-047-81 was initially <br />submitted to the Division far review under the Colorado <br />permanent regulatory program. <br />2.04 ENVIRONMENTAL RESOURCES INFORMATIOid <br />2:04.3(2)(b)(ii) The land use discussion in the application <br />needs to be expanded to include a narrative analysing the <br />pre-mining productivity of all areas affected or to be affected <br />by surface operations and facilities, expressed as the average <br />yield of fiber for the Hubbard Creek alluvial area and the <br />average yield of forage for the steep bench and access road <br />areas. Much of this information can be obtained from existing <br />data or estimates for similar sites based on current data from <br />the Soil Conservation Service (range site descriptions) or <br />other agricultural and wildlife agencies. <br />2.05 OPERATION AND RECLAMATION PLANS <br />2.05:2 The discussion in the application under this section <br />should'be revised to reflect any new modifications in the <br />mining method due to recent changes in underground mining <br />conditions, i.e. poor roof conditions, faults, etc. <br />2.05.3(4) The applicant should provide a general plan and <br />detailed design, including appropriate cross-sections, of the <br />diversion system for the mine. - <br />2.05.3(7) The truck scale facility for the Blue Ribbon Mine, <br />located along state highway number 133, has been described <br />in the operations plan and reclamation plan sections of the <br />application. This facility must be included within the permit <br />area, shown on an appropriate map, and provided with adequate <br />sediment control. <br />2.05.3(9) Page I07 of the application states that "Any rock <br />from the mine entries or during coal extraction will be <br />trucked to the nearest county land fill or other county- <br />approved site". Any such areas must be approved by the <br />Division prior to depositing any material on the site, and <br />the application must be amended to include a narrative and <br />appropriate maps and cross-sections describing the proposed <br />disposal site and methods for placing the underground <br />development waste, according to the requirements of Rule 4.09. <br /> <br />~~ <br />
