Lamm <br />Governor <br />DATE: January 18, 1985 <br />T0: Mike Savage <br />FROM: Tom Gillis <br />RE: Preliminary Adequacy Review Comments - Peerless Resources <br />2.04.9 - Soils Resource Information <br />The application contains general descriptive soils information taken from <br />existing SCS data for undisturbed areas within and adjacent to the proposed <br />permit area. However, the application does not contain sufficient <br />site-specific information on earth materials situated within previously <br />disturbed areas. In order to properly assess the reclaimability of the mine <br />area upon termination of operations, the applicant will need to provide the <br />Division with information on whether the earth materials situated within areas <br />to be reclaimed will be suitable as a plant growth medium. The determination <br />of suitability will involve sampling, analyzing and describing the surficial <br />material in sufficient detail to determine the depth and areal extent of <br />salvageable materials. Sample locations must be shown on the soils map, as <br />well as the areas and depths to which the applicant proposes to salvage earth <br />materials for use as a plant growth medium. The results of sample analyses <br />shall be submitted to the division along with a narrative or table which <br />addresses the suitability of the material as a plant growth medium. <br />Parameters for which analysis should be performed are listed in Attachment A. <br />Recommended methods for soil analysis are provided in Attachment B. <br />2.04.12 - Prime Farmland Investigation <br />This section appears adequate. The applicant has requested a negative <br />determination based on a letter from the S.C.S. (included in the app.) stating <br />that "This property (NE1/4 Section 21 and NWl/4 Section 22), and the adjacent <br />Section 16...is not considered Prime and/or Unique Farmland". <br />2.05.3(5) - Operations Plan - Topsoil <br />If the soils resource information gathered in accordance with section 2.04.9 <br />indicates that salvageable plant growth materials exist within areas to be <br />reclaimed, the operations plan portion of the permit application will need to <br />be amended to provide a narrative explaining the method of removal and the <br />amount to be removed and the plan for storage of on-site earth materials <br />deemed suitable as plant growth material. <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
