Please identify the source of <br />additional topsoil sufficient to reclaim this pit. <br />[. Proper topsoil redistribution procedure requires that the regraded <br />surface be mechanically Loosened prior to redistribution of topsoil to <br />insure a stable interface. The plan submitted by the applicant must <br />indicate that this practice will be employed. <br />2.05.4(1)(e) Revegetation <br />1. The applicant should specify the rate of application for the mulch <br />to be used. Also, if straw is to be used, nt is advisable to use clean <br />straw to avoid the introduction of undersirables. <br />1. Any herbicides or pesticides which are proposed for use on the <br />reclaimed area must be detailed. Use of herbicides or pesticides is <br />subject to approval by the Division. Please submit a detailed des- <br />cription of the composition of herbicides and/or pesticides to be used. <br />3. Sectnon 9.1.3(1) of the Colorado regulations requires that seeding <br />occur "during the first normal period ror favorable planting." The <br />proposed fallow season does not conform with this requirement. Delays <br />in the final planting will also extend the Inability period for the appli- <br />cant. <br />9. The proposed revegetation scheme does not provide for the estab- <br />lishment of shrubs. Since the communities identified are predominately <br />woody vegetation types, it is important that this component be re- <br />established in the post-mining environment. A methodology must also . <br />be proposed for evaluating the success of establishing post-mining shrub <br />densities which are comparable to pre-mining conditions. <br />--~ <br />S. Crested=wheatgrass"_~smooth brome and_yellow swee_tc_lover must be <br />eliminated from the proposed revegetation mnx - and replaced with more <br />acceptable species. Please contact the Division for recommended species <br />and resubmit a rtrore acceptable mix. <br />6. A specific sampling metholody must be proposed for evaluating <br />revegetation success. Carrying capacities are not approved success <br />criteria. Specific criteria to be evaluated are given in sections <br />4.15.7 and 4.15.8 of the regulations. Please submit such a proposal. <br />2.05.5 Post Mining Land Use S CS I~ <br />1. The applicant should provide a narrative which includes a dis- <br />cussion of the utility and capacity of the Land to support a variety <br />of alternative uses to comply with 1.05.6(1)(a). <br />2. A detailed management plan must be submitted to comply with Rule Z.0~.5 <br />(1)(a)(iv). This is an important consideration with respect to the <br />achievement of the proposed post-mining land use and subsequent release <br />of the bond. <br />
