Mr. Ken Schlegel
Page -4-
AuyusC 31, 1979
pipe and culverts. Design calculations used for determining sediment
yield runoff volume and peak flows should be provided. Drainage a%^trols
should be designed consistent with the final federal regulatory program.
h+hat chance is there that flooding in Hubbard Ck could wash out the lower
sediment or coal/refuse stockpile mitigation measures?
EXHIBIT I SOILS
The general soils information provided by SCS is helpful. Ho~:iever, given
the prier disturbance at the mine, Che original soils for the bench,
haul road and corral (?) have been altered, drastically. Therefore, soils
reconstruction will have to be undertaken during the reclamation phase.
In order to knoi+ beforehand the range of suitability constraints+ahercnt
in the soils reconstruction operation a site specific program of soils
analysis will have to be undertaken. Stratified sampling at not feo-u,r
than four representative sites doimslope of the mine bench should be ini-
tiated, immediately. Surface soil samples beloo-c the haul road should be
taken from at least 2 representative sites. A control sarnple of undisturbed
A & 6 soil horizons should be taken near the mine bench and analyzed.
Parameters analyzed should be those o-;e discussed by phone. A sae~ple should
also be taken of the soil which is to be imported from the Asher Farm.
EXH1UlT J VEGETATION
Site specific vegetation information should be provided for all affected
areas. Use adjacent undisturbed areas in the inventory. The seed mixtur:~
and shrub tree plantings in the reclamation plan should correlate with this
inventory.
EXHIBIT I
When ctll adequacy issues have been satisfactorily addressed we will revie~~~
reclamation costs.
INTEP,IN P.EC,ULATORY PROGP,AM
717.14-see exhibit E. Also a rather detailed discription as to ho~•i the
final grading mill approximate original contours should be provided.
717.14- Will re Fuse material be generated in sErening or crushing activ-
ities. Unless refuse areas era designated and properly designed no sur-
face disposal will be allowed.
817. - see exhibit G, Drainage Control.
The NPDES permit may have to be animended to include another discharge
point for the lo~:c•r sediment pond. Detailed design calculations and dia-
grams for sediment yield, runoff volume, peak flows, as well as deten[ion
time and dewatering and spill•::a'y systeoi; should be provided. Dam and im-
poundment design specifications should be provided. In general, this
section on Exhibit G should shrn•+ ho~.i the regulations will be niet rather
than simply state that they will be satisfied. Again it is the final
(cont'd)
