A statement has been included in the text (Section 4.1.1) <br />that the permit area is not within an area designated as <br />unsuitable for underground mining or within an area under <br />study for such designation per 30 CFR 764 or 765. <br />7. Anticipated starting and termination projections of phases <br />of underground mining activities has been addressed in <br />Sections 2.1, 2.1.2 and 2.1.5, and is shown on Figure 2.1-3. <br />8. Section 783.12, which is cited as the basis for this question <br />requires the description and identification of "the size, <br />sequence, and timing of the subareas of the mine plan area for <br />which it is anticipated that individual permits for mining <br />will be requested over the total life of the proposed under- <br />ground mining activities." (emphasis added). This has been <br />identified on Figure 2.1-3. The construction of the sediment <br />pond and roads was adequately addressed in the application but <br />received some elaboration in Sections 2.2.2 and 2.4.4 respect- <br />ively, and are also shown in detail on Figure 2.2-2. The <br />construction of the sediment pond was identified as proceeding <br />upon approval. The road was identified as existing. <br />9. A and B (para. 1). Copies of surveys on file with the BLM <br />have been provided in Appendix J, as is additional survey work <br />completed in 1980 in accordance with directions from OSM archae- <br />ologists that was to provide adequate assessment of the mine plan <br />area. Pursuant to 783.12 a statement has been provided in <br />Section 4.1.3 that no cultural or historical resources are known <br />to exist in the mine plan area. This statement is substantiated <br />in Appendix J information. The cultural resource inventory <br />(history and archaeology) covers the entire mine plan area, which <br />obviously includes less than the 15,000 acres associated with all <br />six leases in the area. <br />Pages 1 and 2 <br />9. B (para. 2). The change in BLM policy was not addressed in the <br />previous submittal, but the mine plan area was surveyed and re- <br />ported in this resubmittal. <br />9. B (para. 3). The inventory report documenting the cultural <br />resource inventory covers the entire mine plan area (which is <br />not 15,000 acres). The operator has established the mine plan <br />area for the McClane Canyon operation covering portions of two <br />leases. This is adequately identified in Figure 2.1-3. <br />13. An expanded narrative on the geology of the area is incorporated <br />into Sections 2.5 and 4.2, and includes a description of the <br />strata down to the first aquifer which is addressed in Section <br />4.2.2.1 as being approximately 210 feet below the Cameo coal <br />seam (Figure 2.1-12), and as being insignificant and beyond the <br />-2- <br />
