~_: _t <br />Mr. Steve Self -2- March 21, 1984 <br />Item 11. <br />You requested some references or guidance regarding vegetation sampling <br />and statistical analyses. I have attached a copy of Wyoming DEQ's Draft <br />Guidelines (Attachment No. 2). I would also recommend General Technical <br />Report INT-151, "Methods for Vegetation Sampling and Analysis on <br />Revegetated Mined Lands" which can be obtained from the Intermountain <br />Forest and Range Experiment Station, Ogden, Utah 84401. <br />You should keep in mind that, in the case of the Eastside Mine, only <br />vegetation cover data will be required. The data should be collected <br />from an area adjacent to the mine site which supports a stabilizing, <br />perennial vegetation cover. Slope and soil conditions should <br />approximate the post mining conditions. <br />Since you have requested that the baseline data be used directly in <br />comparisons of revegetation success, monthly precipitation data from <br />October, 1983, through the month prior to sampling this summer should be <br />provided to document that data was not collected in a below normal <br />precipitation year. <br />With regard to sample design, I would refer you to Sections III(A), <br />III(B), and III(C)(1) of the DEQ Guidelines. Sample adequacy of cover <br />data should be analyzed by the formula presented in Section V(B). Cover <br />data must be collected by species. <br />When you have developed a sampling plan based on the above <br />considerations, I suggest you discuss 1t with the Division prior to <br />final preparation. <br />Item 13. <br />The question of whether or not subsidence monitoring will be required is <br />more appropriately an adequacy issue, rather than a completeness issue. <br />Resolution of the Division's concerns as expressed in Item 13 will not <br />be required 1n order to determine the application complete. <br />It is the Division's understanding that Eastside will provide information <br />requested by the remaining Items in the March Bth letter, as specified in that <br />letter. <br />If you have any questions regarding this letter, or feel that 1t does not <br />fully or accurately characterize our discussion of March 21, please let me <br />know. <br />Sincerely, <br />~ ~ <br />1~w~/ <br />Dan Mathews <br />Reclamation Specialist <br />DM/cd <br />Attachments <br />Doc. 0295E <br />
