SNELTON, Dlnctor <br />/~ .. ; <br />~'7.. . o! ~~ li <br />/' / ~ •~ <br />Company, ~rFierc~ ~, <br />.t~ <br />81652 <br />Re: Eastslde Coal Company <br />F11e C-84-063 <br />Dear Mr. Self: <br />At our meeting on March 21, 1984, involving yourself and Paul Oldaker <br />representing Eastslde and Roy Cox and myself of the Division, we discussed <br />number of concerns you had with our incompleteness letter of March 8, 1984, <br />The specific items.of concern are discussed below. <br />Item 3 <br />As stated in the March 8th letter, specific information required by Rule <br />2.05.3(9) and Rules 2.05.3(6)(b) and (c) regarding refuse disposal <br />geotechnical investigations were not addressed to the application. I <br />suggested that, prior to undertaking the required Investigations, you <br />should discuss the Issue with Jim Pendleton of our office. <br />Item 5. <br />With regard to ground water baseline requirements, we indicated that for <br />the application to be complete, seasonal data on water quality and <br />quantity from the drill hole completed in strata above the "E" Seam <br />would have to be submitted. Flows and field parameters (temperature, <br />pH, and EC) should be sampled monthly and other parameters quarterly. <br />Item 6. <br />We indicated that at least one year's flow data for Harvey Gap, based on <br />Grass Valley reservoir discharge records should be included in the <br />application. In addition, water quality samples should be taken from <br />Harvey Gap Drainage immediately downstream from the proposed mining <br />disturbance. One sample should be taken during spring (prior to <br />irrigation season), one sample should be taken during the peak <br />Irrigation season, and one sample should be taken following the <br />irrigation season in late summer or fall.
