LCC has delineated the O seam and the O1 rider seam outcrops on Map <br />2.05.4-1 for use in your review. <br />67. The Post-Mining Topography Map submitted July 1, 1997, resulted in a final reclaimed <br />configuration which had gentler slopes in [he fills as well as in the mined out areas. These <br />slopes aze 3:1 or gentler from the proposed ridge top to the edge of disturbance in the valleys. <br />The geotechnical discussion associated with the future submittal of a revised Exhibit 13 will <br />address the general stability of the areas overlying the fills and achievement of a safety factor <br />of 1.3 or greater. <br />68. LCC has informally provided modifications to Figures 2.05.2-2 and 2.05.2-3 (Cross-sections <br />A - A' and B - B') and has modified Map 2.05.4-1 to show the azea requested for a variance <br />in contemporaneous reclamation. These aze formally provided for incorporation into the <br />permit application. In addition, a description of a contingency reclamation plan was <br />provided to your staff, as well as representative modified bond calculations. <br />69. Page 2.05-10 has been modified as requested to clarify, in the Division's perspective, [he <br />location of the barrier berms. This has been backed up by delineation of the barrier berm <br />locations on Map 2.05.4-1. <br />72. LCC acknowledges that storage of coal waste underground needs to be preceded by MSHA <br />approval and accepts a stipulation requiring submittal of such an approval prior to engaging <br />in such activity. <br />73. This question will be addressed in a future submittal. <br />75. Map 2.05.3-1 has been modified to reflect the location of the three portal substations. The <br />description on page 2.05-13 describes support facilities found at all three portals rather than <br />at a single site. <br />76. The design for the loadout pond has been modified and changes made to Exhibit 15~. <br />Designs for SAE sumps at the train loadout can be found in Exhibit IS-16, SAES. Page <br />2.05-33 has been modified to reflect the use of the sumps. <br />78. Page 2.05-13 was revised to omit discussion of a sewage treatment plant per the July 1, 1997, <br />response to questions 51 and 78. Use of a bath house facility will be supported by a septic <br />system. <br />
