The plan for water right's augmentation (Attachment <br />tb-1) has been submitted to the District Court for uatar District 57. The proposed plan <br />I <br />~ was developed due to potential water shortages to senior water right holders along the <br />~~ Yampa Rfver, and to ensure sufficient water availability for senior water rf ghts in the <br />~ Sege Creek dra inege. Depletions to stream flows from the proposed Yoast Mine supply well <br />~ were determined to be inaignif icent, however, surface water proposed for retentf on end <br />i <br />industrial usage at Ponds 070 and 012 could impact righted water sources downstream. <br />~ AtiechmenL 16-1 presents details regarding sCC-owned water rights and rater leasing <br />I <br />agreements that rill be incorporated ineo the augmantatf on plan. Once SCC has secured <br />approval from the District Court, the plan will be implemented and followed tluring the <br />life o} the Yosst mining operations. <br />i <br />Alluvial VaLler Floors <br />Introduction. An alluvial valley floor (AVF) analysis was performed Dy Golder Associ- <br />ates, inc. and Yestern Resources Development in the fall of 1992 and spring of 1993. Tha <br />study focused on those drainages that eeuLd be potentially affected by runoff from the <br />5-year mining block area; Grassy Creek, Seotchman's Gulch, Annand Draw end an unnamed <br />tlrainege Lying east of Annand Draw. this sLYdy is a Continuation of a previou4 AVF s[utly <br />I <br />~ conducted by Golder Associates, [nc., ACZ inc. and Ceammerer Ecological Consultants in <br />1990 which investigated Dry Creek, Sage Creek and upper Grassy Creak (see paaes 73-20 end <br />Exhibits 16-2 and 16-3 in Tab 16 of the Seneca [1•Y Permit). <br />Summary. the entire report of the 1992-f 993 AVF investigations along Grassy Creek, <br />seotehman's Gulch, Armand Oraw, and the unnamed tributary to Scotchman's GuLeh is <br />presented in Attachment 76-3 end Figure 1, Figure 2 and Fieura 3 (Exhibit 16-2). A <br />dfseuaafon of the 7990 AVF study of Dry Creek and sage Creek, along with alluvial deposits <br />and land use maps is also included in Attachment 16-3. <br />No existing flood irrigated fields were identified in the study. One potentially f(oed <br />irrigated field (25 to 30 acres near the conf luenee of Little Grassy and Grassy Creek) was <br />identified beaed on soil suitability. Flow monitoring data for Dressy Creek substantiate <br />there is insuffieien[ flow in Grassy Creek during the Broring season to irrigate a[ (east <br />~ Ten acres of land, and the cost of a dam cannot be justified considering the smell <br />increase in production that would be realised. <br />12 wevised 02/15/95 <br />
