~ ~ • ~ • <br />-2- <br />Soil material will be left in a rough condition until final seedbed <br />preparation occurs. Leaving the material in a rough condition will aid in <br />reducing erosion potential on reclaimed areas. Tracks left by scrappers will <br />also aid in reducing erosion by slowing overland flow thereby reducing surface <br />water velocities. <br />Final seedbed preparation calls for all sites to be chisel plowed and the <br />establishment of contour furrows. Chisel plowing will aid in relieving <br />compaction and increasing water infiltration. Establishment of contour <br />furrows will reduce surface water flow velocities and decrease the potential <br />for erosion. Soil amendments will be applied as required. Implementation of <br />these measures should provide for an effective, adequate seedbed. <br />Findings - Soils - Rules 2.04.9, 2.05.3(5), 2.05.4(2)(d), and 4.06 <br />Baseline soils information is found in Vol. 1 Section 2.04 pg. 63-69 of the <br />permit application. Additional information is found in Vol. 2, tables 34-42, <br />Vol. 3, exhibits 7 and 8, and soils map No. 19. Soil mapping and physical <br />descriptions of soils encountered in the permit area are based on SCS soil <br />surveys for the area. Site specific chemical analysis were performed by <br />sampling existing topsoil stockpiles. Given that the site has already been <br />disturbed, topsoil stockpiled, and the only new disturbance comprises less <br />than l~ (5 acres) of the disturbed area, information provided by the applicant <br />is adequate. <br />The applicant's topsoil stabilization and redistribution plan is found in Vol. <br />1, Section 2.05, pg. 44 and pg. 67-75. Topsoiling sequences are illustrated <br />on Map 15a topsoil redistribution. (See operation plan for detailed <br />discussion of topsoil redistribution and stabilization practices.) <br />Information provided by the applicant is adequate. <br />The applicant has provided sufficient information to be found in compliance <br />with the above cited Rules and Regulations. <br />/th <br />Doc.
