Banta and Daws Page 4 October 29, 1981 Revision to the Existing Permit Since the 1st of October, the Bear Coal Company has proceeded to complete the necessary information and documents for OSM and the Division to approve the revision. A series of meetings and conversations have been undertaken with representatives of the Division for specific guidance in reaching some understanding concerning the approach taken for the permit revision. 4Je must emphasize that both the Division and the OSM have significant familiarity with the existing Bear operation and other mining operations along the North Fork of the Gunnison River. Both agencies have evaluated and granted permits to many mines in the general location of the Bear Coal Company operation. Because these previous operations have been scrutinized under the regulations of the both the federal government and the Colorado government, it is hoped that this fami]iarity will allow the review of the forthcoming information to be submitted to progress expediently. Approval Timetables The time frame proposed by Mr. Fred Banta concerning review and approval of the forthcoming information is as follows: • Review of Permit Revision by Division Staff* 2 4Jeeks (14 Days) • Preparation of Findings Document by Division Staff 2 4leeks (14 Days) • Conversations between OSM and Division 1 Week (7 Days) • Conversations betv~een Division (OSM) and Bear Coal Company 2 Weeks (14 Days) • IJotice of Publication for Proposed Approval of Revision 4 Weeks (28 Days) Approval From Division: 11 4Jeeks (77 Days) The time frame for the Office of Surface Mining to review and eventually approve the mining and facility relocation is as follows: • Review of Permit Application by OSht Staff and Other Applicable Agencies such as USGS, BLNi, etc.* 4 Weeks (28 Days) • Conversations between OSM and Division 1 41eek (7 Days) • Conversation between OSM (Division) and Bear Coal Company 2 lJeeks (14 Days) • Notice of Publication for Proposed Approval 4 Weeks (28 Days) Approval From OSM: 11 4Jeeks (77 Days)
