This memo is in reference to the 9/29 DO[d letter which is the follow-up
referred to in our 8/11 memo. The DOW recommends these stipulations

The animals marked should be adult females, trapped with Clover
traps .:u ring the winter. The marked elk should be monitored from
aircr~=t, preferably a helicopter. Flights should be as follotas:

1. An ell: togging program should be done for three years, with =oni-
toring to continue for two additional years, when mining of the
caildlife buffer zone is corW~nenced. This program should be designed
to monitor elk calving behavior in the subject area. Elk should
be fitted kith colored and numbered neckbands and ezr tags to iden-
tif}• i~:~ividual animals. \umbers of animals to be marled are as
