• ~,. • <br />APPENDIX B <br />ACTIVITIES AND ACCOMPLISHMENTS OF THE RECOVERY IMPLEMENTATION PROGRAM <br />RELATED TO SECTION 7 CONSULTATIONS <br />UPPER COLORADO RIVER BASIN <br />MARCH 1995 <br />Background <br />The Fish and Wildlife Service (Service) will determine whether progress by the <br />Recovery Implementation Program (Program) provides a reasonable and prudent <br />alternative based on the following factors: <br />a. Actions which result~in a measurable population response, a measurable <br />improvement in habitat for the fishes, legal protection of flows <br />needed for recovery, or a reduction in the threat of immediate <br />extinction. <br />b. Status of fish populations. <br />c. Adequacy of flows. <br />d. Magnitude of the impact of projects. <br />The Service will assess the impacts of projects that require Section 7 <br />consultations and determine if accomplishments under the Program are <br />sufficient for it to serve as a reasonable and prudent alternative. <br />Generally, sufficient progress will be evaluated separately for the Colorado <br />and Green River Subbasins, although due consideration will be given to <br />progress throughout the Upper Colorado River Basin. <br />Colorado River Subbasin Accomplishments <br />A. Accomplishments which result in a measurable population response, a <br />measurable improvement of habitat, legal protection of flows, or a <br />reduction in the threat of immediate extinction: <br />1. Execution of an agreement by the Bureau of Reclamation (Reclamation), <br />Service, and Colorado Water Conservation Board to provide a permanent <br />commitment of 10,000 acre-feet of Ruedi Reservoir releases to and <br />through the 15-mile reach. <br />2. Establishment of refugia for the Colorado squawfish and razorback <br />sucker from the Colorado River. <br />3. Agreement by Reclamation and the.Colorado Water Conservation Board to <br />provide an additional 10,000 acre-feet of water from Ruedi Reservoir <br />on a year-to-year basis.. The additianal.water has been .provided in . <br />1991, 1992, 1993, and 1994. A longer term arrangement of water from <br />the Ruedi Reservoir is being developed.. - <br />
