Tne a,.~dunt of overburden and topsoil removed aurin__
initial cuts and stockpiled at each pit must be provided. Since
baci:filliny and grading and topsoil redistribution will be following
mining operations contemporaneously the worst case would be replacement
of stockpiled materials only. The application must be specific witri
respect to the volumes of material stockpiled.
The status of revegetation at Pits 1, 2, and 3 must be described in
greater detail. Tne Division will require sufficient funds to re vegetate
these areas in case of failure of recent efforts.
XXlI. The applicant should amend the application
document appropriately. If future drilling encounters water zones, the
Division should be notified, since it might be desiraole to retain the
Holes as monitoring wells.
XXIII. Special Categories of i~1ining Uther 7nan AVF and Prime Farnland -
kules [.U6, k.22, 4.23, 4.2b, 4.27 and 4.29
Rule 2.06.9 - Special Categories of tdining - Auger (.lining
In general, the augering scheme appears acceptable. However, a few items
require additional description within the amended application document.
lieither the text of this section nor the schematic Figure No. 1 on page
V-16, mentioned the salvaging of topsoil prior to mining. The
application should be appropriately amended. The question regarding
backfilling of the angered areas to achieve approximate original contour
must be resolved, as discussed under Section XVI of this letter.
Further, the applicant's observation that augering downdip will preclude
drainage from the angered bore holes is insufficient. The applicant
should expand this discussion to demonstrate that the hydrologic heads
encountered will not be sufficient to cause ground water flour from the
bore openings, and provide a detailed description of the method of
sealing the auger openings.
XXV. Ptiscellaneous Compliance - Rules 2.05.6(5), 4.02, 4.12, 4.1
4.
The Grassy Creek I4ine has experienced slides along the cut slopes on the
haul road. because this landslide potential demonstrably exists, the
applicant is required to include a statement in the application which
demonstrates an intent to comply with Rule 4.12(2).
1
