I
1.':i. txpi051:c; - rules. [.0~.3jol and 4.U`
' i. lne appiicatrdn states tnat no explosives will oe storey on sit_
and that contractors are used to do any blasting when needed. Tne
Division is aware that this is no longer true, and that provision
have oeer~ made to sture explosives v;ithin the permit area. Tne
applicant is therefore required to submit all information arc
documentation specified in Rules 2.05.3(b) and 4.03 for the
operation. This is required oefore the Division can maxe
i
find
ng of compliance with the requirements of this section.
2. Rule 2.05.3{6)(a) requires that a detailed blasting plan oe
included within the mine application. The amended application
fails to present an acceptable blasting plan. Tne operator
indicates that some portions of the overburden do require
blasting, which is commonly conducted by a local olasting
contractor. The applicant should present, at a minimum, a
discussion of neighboring structures and a typical olasting
' configuration utilized by the contractor. In addition, the
application snould include a demonstration of conformance with the
vibrational limitation equation included in Rule 4.08.4(10).
r
X1'11. csacxfillrn, enc Grading - Kules 2.0:;.3 6 "C.US.3
2.U~.4~c)la) 2.U5.4jY)~c 4.Ug, 4. 3 and 4. 4
kale 2.05.3(0) - uverouraen
' 1. Tne amended application briefly states that it has been the
operator's experience during the mining of pits 1 through 3, under
the interim program permit, that overburden swell nas regularly
equalled the amount of material removed as coal. The operator
projects a swell factor of approximately 15ro, balanced by coal
extraction, resulting in an overall bulking factor of 1.0. The
applicant should verify this conclusion regarding projected
' bulking. Tnis aemonstration could take the form of a comparison
of pre-mining and post-mining surveyed topography of the completed
pits at the Grassy Creek mine. The applicant should include a
material movement and balance discussion, in order to confirn that
this comparison considers the final disposition of all materials
originally extracted from the pits.
2. The application mentions that temporary overburden stockpiles are
developed to store overburden from the pits oaring extraction. In
accordance with Rule 2.05.3(6), the applicant must describe, at a
minimum, the location, geometry and method of placement of these
overburden stockpiles. Considering the steep slopes encountered
tnroughout the Grassy Creek mine site, the operator should
describe the selection of sites and the preparation of the
foundation of tn2 various piles in order to demonstrate that they
will be stable during their temporary life span. !appropriate
discussion of the reclamation of the stockpile sites should also
be included v;itnin the appropriate reclamation plan sections of
the amended application.
