Hydrologic Balance: Surface bJater - Rules 2.04.5 2.04.7 <br />L. 05.3(4) and ;.05 <br />Rule 2.05.3(4) Ponds, Impoundments and Diversions <br />1 The Division has identified a number of concerns with respect to existing <br />and proposed sediment ponds at Grassy Creek. <br />Permanent Impoundments <br />The landowner has requested and the applicant has proposed to retain all <br />sediment ponds for use as stock watering ponds following final <br />reclamation. <br />Rule 4.05.9 requires tnat, for permanent impoundments; "tne level of <br />water shall be sufficiently stable to support the intended use"; <br />"adequate access to impounded water shall be provided'_;_and design ono <br />' construction shall be as specified in SCS publication 370; "Ponds". <br />SCS publication 378 states that small stool: ponds and erosion control <br />darns are permitted only on "water courses; the channels of which are <br />normally dry". It further specifies that "the drainage area shall be <br />large enough so that surface runoff will maintain an adequate supply of <br />vrater in the pond. Raps are to be provided to the anticipated low water <br />elevation at a slope no steeper than 4:1 to allow safe access". <br />
