The reclamation cost estimates are difficult to locate <br />in the permit application. The Table of Contents in Section IV says <br />reclamation costs are in Section 4.2.3. Hcl~+eaer, there is nn Section <br />4.2.3 and no reference to the reclamation costs. IC must be clear to the <br />reader where this information can be located. Therefore all these <br />concerns ar•e critical and must be resolved prior to per,nit issuance. <br />Empire ~neryy Corporation teas provided reclamation cost estimates in <br />r•ppendix I:'-13. The estimates are very general and are not adequate to <br />fulfill she requirements of rule Z.US.4(2)(0), or to deter~nine the band <br />amount. it adequately evaluate the reclamation cost estimates, the <br />Division needs, at a minialunt, the following information. <br />
