At that
time we listed our concerns and some suggestions for mitigation of impacts to the wildlife resource. The
DOW's letter was included in the permit application and those concerns and comments, for the most part,
have been addressed to our satisfaction. Additionally we would like to suggest that during reclamation
some large rocks and rock piles be placed randomly throughout the reclaimed azea in order to provide
hiding cover, shade, etc. for small wildlife until the vegetation grows back.
There is still one concern which remains. In our assessment we stated that the proposed conveyor belt
may block east-west movement of big game animals in this heavily used winter range. Our suggested
mitigation for this problem was to place over/under passes along the length of the conveyor belt, "not
further than 1/4 mile apart," in order to allow the animals to move through the area.
Upon review of the permit application we have noted that the length of the conveyor belt from the
vicinity of the portal facility to the truck loading facility is approximately 2800 feet dropping in elevation
approximately 575 feet. In the permit application it is stated, in section 2.05.6, that the longest length
between overpasses is 1650 feet. One overpass, in conjunction with the new access road, crosses the
conveyor belt just below the portal and work facilities. This overpass may be of minimal use to wildlife
due to the location on the hillside and the topography to the west of the conveyor belt at that location.
The plans show the conveyor belt to be continuous until it gets to within 150 yards of the truck loading
facility where it then is elevated and would allow wildlife movements under the conveyor belt. These
crossings may not be sufficient to allow big game animals to continue the natural east-west migration and
movement along the mountain side.
We have met with and discussed this issue with Mr. Basil Bear, manager of Bowie No.l mine. We are
willing to try the planned configuration at this time but would like to state that if blockage of east-west
DFPARiMEKf OF NAIVML RFSOURCFS, lsmu S.
